§ 86-161. Generally.

(a)

The rates and charges to be charged for the use of the village's combined waterworks and sewerage system, and the delinquent penalties, collection fees, etc. shall be as established by ordinance.

(b)

Each user within the village shall pay an amount equal to the following rate(s) for each thousand gallons (or any part thereof) of water supplied to said user. Notwithstanding the actual amount of water supplied by the village (unless water has been shut off by the village to the property in question pursuant to paragraph (f) below), each user at each separately metered location shall pay a minimum amount equivalent to one times the rate per thousand gallons

The basic user charge shall be $3.95 per 1,000 gallons, or any part thereof.

(2)

In addition to the basic user charge, there shall be established a capital improvement charge of $1.83 per 1,000 gallons, or any part thereof, to be used for future capital repairs, improvements, or expansion of the system. Beginning in 2013, this capital improvement charge shall increase annually by 2.25 percent from the prior year charge.

In addition to the foregoing, each user at each separately metered location shall pay a debt service charge of $60.49 per quarter, to be applied first to the village's outstanding indebtedness related to the system and any excess collected to be added to the system revenue. (This charge shall continue notwithstanding a voluntary shutoff pursuant to paragraph (f) below.)

The rate set forth in subparagraph (1) above shall be increased as follows:

(i)

In 2010, the basic user charge shall be $4.50.

(ii)

In 2011, the basic user charge shall be $5.05.

(iii)

In 2012, the basic user charge shall be $5.60.

(iv)

Beginning in 2013, the basic user charge shall be increased annually by 2.25 percent from the prior year charge.

(c)

The rates for water service outside the village are 1½ times of those within the village.

(d)

The rates for sewer service within the village are $24.00 per quarter per user per metered location plus 65 percent of such user's water rate charges excluding the debt service charge set forth in subparagraph (b)(3), above. (The charge of $24.00 per quarter per user per metered location shall continue notwithstanding a voluntary shutoff pursuant to paragraph (f) below.)

(e)

The rates for sewer service outside the village are 1½ times of those within the village.

(f)

At the request of a user, the village shall shut off water service to a metered location for a fee of $75.00 paid prior to shut off. Thereafter, water shall not be provided until a request for water service is received from the user and a $75.00 turn on fee is also paid. Voluntary shut off of water service to a metered location shall not relieve the user from payment of the monthly charges set forth in paragraphs (b)(3) and (d) and is only intended to relieve the user from per gallon charges.
