§ 54-2. Parks and recreation advisory board.

  • (a)

    Created. There is hereby created the parks and recreation advisory board (advisory board) consisting of six members appointed by the village president with the advice and consent of the board of trustees. The terms of office of the members of the advisory board shall be staggered such that two members shall be appointed for one year; two members shall be appointed for two years; and one member shall be appointed for three years. In the event that the membership of the board is expanded through appointment by the village president and the advice and consent of the board of trustees, any new member shall be appointed for a three-year term. Each member shall serve a three-year term expiring at the end of May and until his/her successor has been appointed and confirmed. Any vacancy shall be filled by appointment of the village president, with the advice and consent of the village board, for the remainder of the unexpired term.

    (b)

    Appointment of chairperson. The chairperson of the advisory board shall be a trustee of the village, and shall be appointed by the village president as other committee chairs are appointed.

    (c)

    Meetings of advisory board. The advisory board shall meet regularly on a bimonthly basis where meetings will be held the first Wednesday of the scheduled month beginning at 6:30 p.m. in village hall and at such additional times as the advisory board may establish, in accordance with the Illinois Open Meetings Act. The advisory board shall keep current, accurate minutes of its proceedings.

    (d)

    Powers and duties. The advisory board shall have the following powers and duties:

    (1)

    To serve as a liaison between residents and the village board in order to communicate residents' opinions, needs, desires and interests;

    (2)

    To serve as an advisory board to the village board, village president and staff on all matters related to the development and operation of recreation programs, playgrounds, facilities and parks and to make such recommendations with regard to such matters as the village board determines are necessary and desirable.

    (3)

    To make long-term, strategic recommendations regarding park land and recreation programs; to review park donation requirements related to applications for development pending before the village's planning commission; and to make recommendations on specific matters for the park and recreation budget;

    (4)

    To establish a list of short-term priorities; to review existing and proposed park facilities and grounds for the purpose of identifying appropriate improvements, expansions, and repairs; and to prioritize budgeted park and recreation items for delivery;

    (5)

    To review periodically those portions of the municipal code related to parks and recreation and to recommend to the village board any appropriate changes thereto;

    (6)

    To review periodically the parks and recreation master plan or plans and to make recommendations for updates of such plan or plans as appropriate; and

    (7)

    To meet with the village board at its request to discuss issues related to parks and recreation, and as appropriate to give an update of the activities of the advisory board.

    (e)

    Recommendations of advisory board. The advisory board shall communicate all recommendations and concerns of the advisory board to the village board in writing. The advisory board shall act only in an advisory capacity, and shall have no authority to enact ordinances or other actions binding on the village. No resolution, motion or other action of the advisory board shall be binding upon the village unless and until acted upon by the village board.

    (f)

    Compensation for members. Each member of the advisory board shall be compensated for those meetings actually attended in the amount of $20.00 per advisory board meeting.
